First Open A New Image, I’m Going To Do A Simple Banner For Dns Texas - Size Will Be 450x125. I’ve Included Some Color Choices In Here, But Pick The Colors You Like Best.

Duplicate The Layer - Then Rasterize The Copy.

Add A New Layer Underneath And Fill With Black Or The Background Color You Are Using.
Click On The “Dns Texas Rocks” Copy – Merge Down.
Rotate The Image 90˚CCW.

Filter – Stylize – Wind (Wind – From The Right) Do It Twice.
Rotate The Image Back 90˚ CW.

Go To Filter – Blur – Gaussian Blur. I Did Mine At A Radius Of 1.2, But Whatever Looks Good To You.

Go To Image – Adjustments – Hue/Saturation.

Click On Colorize - Hue At 42, Saturation 100, Click Ok.
Duplicate The Layer, Go To Hue/Saturation Again. Click Colorize Again, Leave Hue Alone, And Change Saturation To 100. Blend The Top Layer To “Color Dodge”.
Click On The Bottom Text Layer – Highlight The Text And Change The Font Color To Maybe A Deep Orange Color Like #E0880b. Also, After Doing That, Move That Layer To The Very Top Layer.

On The Top Layer, Do A Layer Style Of “Inner Glow”.

Blend Mode: Normal, Opacity: 100%, Color To: E87607, Size:7
Grab The Second Layer, Merge Down.
Grab The Top Layer And Rasterize, Then Merge Down.
Duplicate Layer 2, Four Times.

Next, Turn Off The Top 3 Layers Layer. Click On The Smudge Tool, And Pull Up The Flames In The Direction You Want Them To Go In. Do This For All 4 Layers.
Animation:Turn On The Animation: Frames. Make Four Frames, One For Each Of Your Layers, Just Remember To Turn Off The Layers That You Are Not Using For That Frame. Change All The Times To 0.2 To No Delay. Have It Set To Forever.
Final Click File – Save For The Web, It Will Make It To The .Gif Image You Need For Animation.
